    Release the Race Paper

    In a recent batch of documents we received through a Freedom of Information Act request, we learned about the existence of a nefarious sounding intelligence report from the Department of Homeland Security (DHS) called the “Race Paper,” and DHS is refusing to release it to the public.

    Based on other documents we've recently received from DHS, we believe this document was developed by DHS to justify anti-Black surveillance and criminalizes people who take part in Black-led movements for justice. Additionally, we believe that it excuses and downplays the growing threat of white supremacist terrorism.

    The disturbing revelations don’t end there. Other documents we’ve received offer insight into the deeply invasive tactics that DHS and the FBI are using to monitor Black activists, including documents that detailed 24-hour surveillance of Black activists in Ferguson. 

    Forcing DHS to release the unredacted Race Paper is critical to better understanding how activists are being classified and surveilled, and so that we can better protect our movements from unjust government surveillance.  Help us and our partners at the Center for Constitutional Rights and Case Western University expose this anti-Black surveillance document.
