I urge the California Senate to pass AB 931 because when police use tactics to cool down dangerous situations instead of escalating them – it saves lives.

I believe that police should be accountable to the communities they serve. The current legal standard for use of force does not prioritize de-escalation over force. We’ve reached a tipping point. Police are killing Californians with alarming frequency but rarely held accountable for these deaths. Tensions are at an all-time high and the status quo isn’t working.

We give police officers the most significant power we confer on the government — the power to kill. We must make sure police don’t use this power unnecessarily and that they instead prioritize de-escalation tactics to cool down situations and prevent these interactions from reaching the point where anyone’s life is in danger. We must also hold police officers accountable whenever they misuse that power.

California can and must hold the police to a higher standard to reduce the number of deadly shootings. Only then can we save lives and begin to repair police-community relations.

In 2018, California law enforcement has killed 76 people so far. AB 931 is a historic bill that would change the legal standard for use of deadly force in California. There are enormous racial disparities in police use of force. Police kill unarmed young black people at more than twenty times the rate they kill young white people.

Under current law, police can use deadly force whenever an “objectively reasonable” officer would have done so under the same circumstances – regardless of whether there was an immediate threat to life or bodily security, or whether there were available alternatives.

Stephon Clark should have turned 23 a couple weeks ago. Charges still haven't been brought against his murderers at Sacramento Police Department. We need systemic change now. The police unions are lobbying hard and mobilizing supporters for phone banks this week. It could go up for a vote as early as next week so lawmakers need to hear from us NOW!
